MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL ANNUAL GENERAL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 7.45pm ON THURSDAY 11th MAY 2017

1 ELECTION OF CHAIRMAN

Proposed Cllr Batchelor seconded Cllr Hall and position accepted by Cllr Moseley.
There were no other nominations.

2 ELECTION OF VICE-CHAIRMAN

Proposed Cllr Moseley seconded Cllr Batchelor and position accepted by Cllr Goody.
There were no other nominations.

4 FIFTEEN MINUTES PUBLIC PARTICIPATION
Relief Road: It was questioned how much weight the PCs stance carries. A planning application is
due in September. Involving other parishes is a consideration.
SDC are hosting a meeting with affected parishes which Cllrs Batchelor and Goody will attend.
It was noted plans would not affect the potential reinstatement of the railway as the road would be
13 feet over the Greenway.
Cllr Brain was unconvinced plans are deliverable and wouldn’t affect the B4369.
Neighbourhood Plan: There was much concern about further development at Long Marston.
Ghost roundabouts were a cause of much discussion and thought to be ineffective and unsafe.

8 MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s report
Relief Road
The main issue of report is the Stratford South and West Relief Road. The PC met and
discussed this at some length. Our response can be summarised as follows.
We object on the following grounds:
Summary
The Parish Council believes strongly that the development of this new 'relief' road;

1. Does nothing to relieve the problems (congestion and access) caused by high traffic
flow along the B4632 and Milcote roads.
2. Has the potential to increase pollution to unsafe levels.
3. Fails to protect the health and wellbeing of the existing community of Clifford
Chambers
4. Ignores the possible alternative and effective solutions that exist.

We further recommended that consideration be given to the following alternative:

The only practical and effective solution is to increase the road capacity from the greater
Long Marston area into Stratford upon Avon. A sensible plan would be to run a new road
parallel to the Greenway. That would address the capacity problem and provide ready access
to the Honeybourne Rail service from Stratford.
Cancelling the proposed new relief road would provide the monies to build this new road and minimise the use of arable farm land.

• Flooding update
Warwickshire County Council Flood Risk Management Team have identified that Clifford Chambers is at risk of flooding and has been included within the Environment Agencies Flood Defence Grant in Aid Programme in year 6 (2021/22). Given the significance of the risk at Clifford Chambers, WCC are now working to bring this forward. In April, the team started to develop a hydrological model and will be appraising options. The Flood Risk Management Team have agreed to include the Parish Council’s involvement in this review. I will be meeting the
Flood Management team shortly and I will report again as we progress.

• Neighbourhood Plan
To allow as many returns as possible we have twice extended the deadline for the
Questionnaire. The final deadline being 10th May. As of today (11th May), we have received
93 responses. The ‘top line’ results will be available to the Parish Council and Neighbourhood
Planning Group by the end of next week. When we have these, we will arrange for a public
meeting to discuss the next phase of the planning process.
The Planning Group have encouraged land owners to come forward with possible sites for development within Clifford Chambers. As many will be aware a recent survey team were
working in the field adjacent to the Nashes in Clifford Chambers. A property company,
Spitfire Properties have taken up an option to develop properties on the field to the west
of the Village owned by Alscot Estates and wrote to me as Chairman of the Neighbourhood Planning Group, requesting a meeting. We met earlier today (11th May) and they confirmed
their interest in developing this area of land. Their plans are still in the very early stages
and do not yet include specific numbers or types of property or any details as to specific locations of any roads or buildings.
The developers have been made aware of the progress that has been made on the
Neighbourhood Plan and understand the numbers the Group are working with. At this stage,
the discussion covered only the access to the site, the issues around flooding and drainage
and the scope of the results of the open meetings we held last year in relation to the general attitude of residents to any large-scale development. The developers are happy to make a presentation in an open meeting in Clifford Chambers when they have consulted further with other bodies such as WCC Highways department and have refined their development
proposals.

• Website
A £ 1000 budget is allocated to this project which Cllr Goody will progress.
Links will be enabled to the Village Hall and other interested parties.

• To consider a donation to St Helen’s Church
The PC requested the church to come back with a specific project involving a specific cost.
Maintenance of the church is a preferred option.

• Possible ‘No through road’ sign at village entrance
Now in place

9 ANY MATTERS FROM DISTRICT COUNCILLOR
Cllr Peter Barnes SDC:
The Neighbourhood Plan for Clifford is progressing well.
Peter made the PC aware of a planning application for a wood burner on the Alscot Estate.

ANY MATTER FROM COUNTY COUNCILLOR
Cllr Mike Brain WCC will progress:
a).  Hedgerows and grass verges overgrown causing restricted
visibility when exiting from Milcote Lane
b).  Grass verges cut up badly by HGVs when leaving B4632
c).  PC want informal lay-by returned back to footpath with protective bollards
d).  Coppice area (island area between informal lay-by and B4632) requires arboricultural works.

Mike said the WCC election results were good with Conservatives taking control of WCC.
His ward is now larger and he increased his majority in the ballot.
WCC Management is being restructured.

14 MATTERS OF INTEREST
Parking on the main road and access for fire engines was discussed.
Clearing of the weir and associated materials in that area was considered.
