MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 7.45pm ON THURSDAY 6th JULY 2017

FIFTEEN MINUTE PUBLIC PARTICIPATION

Kevin Ball Re: Planning application(s) reference: 17/01143/FUL

1). Existing traffic movements from, Wheal more, Smiths Concrete, Arable crop, (New) oil seed rape processing plant, Other established operations were discussed.
Operations would involve converting rapeseed to oil and animal feed. £ 25 Million investment.
2). Traffic routing through the Parish was explained.
3). Operating hours, Deliveries and collections.
8am to 8pm Monday to Friday, only occasional week end movements - with no noise at night.
4). Traffic Environmental plan, pollution of Vehicles /Plant. Noise restrictions,  lighting and screening:
Noise levels are a planning condition and will be tested. Insulation is in place.
Screening: The area will be heavily screened and bunded. Except for the Northern edge
Lighting will be low level and this is a planning condition. Light pollution on Milcote Road was discussed.
5). Conditions , Implementation , monitoring :
All conditions will be met. Landscaping was explained and plans displayed. Questions were taken.

MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s Update

B4632
I raised the issue of lack of visibility for drivers and cyclists when leaving the Village on to the B4632 and from the Milcote Road onto the B4632. WCC have investigate our complaint and have now undertaken a survey of the two Islands with a view to reducing the undergrowth and improving the view of the oncoming traffic. We are awaiting confirmation of WCC’s proposal.
In relation to the B4632, the Parish Council has been invited to send two representatives to a meeting at Long Marston Airfield for Elected Representatives Stakeholders to a Briefing/Discussion session on transport issues relating to the Garden Village including the South-Western Relief Road and Campden Road (B4632) highway improvements.

Parking
The PC will take note of the comments in the feedback from the Neighbourhood Plan Questionnaire
and communications for residents regarding difficulty with access due to parking in the village centre.
I suggest therefore that parking on the village Main Street should be on the agenda for the next meeting. In the meantime, I will be discussing what measures have and can be undertaken, and liaise
with WCC to discuss what other measures can be implemented to improve matters.

Flooding
The CC have applied to have the EA allocation of funding for Clifford Chambers to be brought forward to next year. A response to this is due later this month. WCC have employed consultants to do the hydrological survey modelling, this is now underway and when completed, all interested bodies (including PC) will be invited to take part.

WAC Proposal
Most will have seen the article in the Newsletter about the proposal by the WAC group to trial an area of wild flowers on part of the Village Green. This is to be a three-year trial to see the development potential for other areas around the Parish. In discussion with Trevor Acreman, the chair of the
group, I suggested he sought opinions of the WAC group and the community before making a formal application to the PC. I understand that WAC have had few responses from the Newsletter article. I have received two emails objecting to the proposal. I received the full proposal today (Thursday) and therefore the PC have not had an opportunity to consider the proposal. I would therefore suggest that the item is put on the agenda for the next meeting. Trevor Acreman has agreed to make a
presentation to the PC at this meeting.

Neighbourhood Development Plan
The open meetings last week were attended by 82 people. On completion of the presentation a vote was taken to indicate a preference for the Settlement Boundary for Clifford Chambers Village. Of the two proposals, the majority of attendees voted for the option that covered the area where the largest concentration of development sites was proposed from the questionnaires.
There were a number of specific issues raised regarding this outcome that related to statements in the current SDC Planning Authorities’ Core Strategy that may prevent any significant development close to a Settlement Boundary. This indicates that there is in fact no need to have a wider boundary as development close to a boundary may be prevented. To clarify this and other questions relating to the NDP I met today with the Neighbourhood Planning liaison office at SDC accompanied by two other members of the NDP group, Charles Goody and Andy Oaks. The outcome of the meeting is that we were given information to suggest that it is necessary for the NDP group to review the Settlement Boundary option. We agreed that it was necessary to present this information to the community with a more detailed description of the relevant sections of the Core Strategy. Therefore, the NDP group will not propose a defined settlement boundary until we have had the opportunity to consult further with the community. We would hope to do this before the next P C meeting in September.

• Neighbourhood Plan
The PC Chairman was congratulated on his part in progress to date on this project. It was felt a greater engagement of residents was necessary and that certain members of the public would help in facilitating that. It was further noted the response rate from those asked to respond was good.

• Website
The village website is being progressed. Chairman and Vice Chairman have started training in its management.

ANY MATTERS FROM DISTRICT COUNCILLOR

Cllr Barnes SDC: A meeting the garden village will take place later in July with SDC and PC members attending.

It was noted £ 2.3 Billion has been made available for road and rail improvements in the Midlands
and suggested some of this be used to improve the B4362.
It was explained that if the PC need a site visit regarding a planning application it is incumbent on
them to advise the SDC Ward Member.

ANY MATTERS FROM COUNTY COUNCILLOR
Cllr Brain WCC: Mike was asked to involve WCC with tree branches falling in the village.
Foliage will be cut back but not so drastically as to impede wildlife.
Verges have been cut by WCC with some omissions.

Plans and costings for Clifford Chambers were produced.
not including a no right turn sign as there are no accidents caused by right turning vehicles
on record (records go back 27 years to 1990) and so no justification. The kerbs should be
sufficient to deter overrunning of the verge.

Wheelchair access will be looked into as overgrowth is affecting this.

The Neighbourhood Plan settlement area was explained.

Pebworth and Long Marston sewage plants will be closed and operations moved to Milcote.
The process should not involve any significant smell.
