MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 6.45pm ON THURSDAY 9th March 2017

PRESENT:    Cllrs L Moseley (Chairman), J Batchelor, J Hall and S Wyles.
SDC Cllr Peter Barnes – WCC Cllr Mike Brain - plus 7 members of the public were present.
Clerk Karen Parnell

The new councillors introduced themselves at the onset of the meeting.

2 FIFTEEN MINUTE PUBLIC PARTICIPATION

A resident is liaising with the PC Chairman regarding flooding. A letter from WCC Cllr John Horner on the subject will be considered. Drainage of rain water was discussed.
A flood seminar will take place on 1st April at Stratford Artshouse at 3.00pm. The public are welcome to attend.

4 ACCEPTANCE OF MINUTES November 2016 MEETING

The minutes were agreed as a true record and signed off by the Chairman as such.

5 MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s update
The PC Members have met and designated roles:
Cllr Moseley: Flooding
Cllr Goody: Website – This will involve liaison with groups including the Village Hall, Archive Group and Clifford News as well as any other interested parties.
This will be a Community website, not a PC one and will be progressed as a priority.

• Representation on outside bodies
Cllr Wyles: Village Hall Committee – Allotments
Cllr Goody: Neighbourhood Plan (Cllr Moseley is Chairman of the Committee)

• Flooding
Covered earlier within the agenda.

• Neighbourhood Plan
Cllrs Wyles and Moseley have met to discuss planning matters and the Neighbourhood Plan.
Andy Oakes reported: Community open forum events have taken place and a report has been published which will form the basis of the questionnaire. The PC and SDC will be consulted on the content of the questionnaire prior to it being issued in March.
Progress is now behind by circa eight months.
Development sites are being considered for suitability.
The questionnaire results are expected in April when analysis will be carried out by SDC.
Funding of the project will be looked into.

This will be moved forward as a project and will involve interaction with other websites.

6 ANY MATTERS FROM DISTRICT / COUNTY COUNCILLOR

Cllr Peter Barnes SDC reported:
It is good that a new PC is now in place. B & Q are liaising with SDC as their lease has run out.
A one year lease has now been signed while a more suitable location for them is sought.
SDC Council tax element will increase by 2% while the Police element will remain unchanged.
The Section 106 agreement regarding infrastructure on the B4632 has now been signed:
Progress will be monitored.

Cllr Mike Brain WCC reported:
The new councillors were welcomed. WCC has awarded the PC a £ 500 grant to help set up the website.
Clifford Bridge has now been repaired.
A presentation on the future of Long Marston Airfield was attended by Cllrs Brain and Barnes.
Garden Village status has been obtained and over 5,000 properties will be enabled in time.
The relief road is required as are additional primary and secondary school places.
A traffic island will be redesigned. Ghost islands were a cause for concern: One proposed for location by the Garden Centre is being contested by the Garden Centre trying to vary planning conditions, and Station Road island is being erected spasmodically.
HGVs are likely to cause concern with so much construction in adjacent areas.
An unofficial layby in Milcote needs reconfiguring and the PC would prefer a footpath in the area.
SDC Planning Committee refused an application for an 18 acre site with the input of the PC.
SDC are currently seventh best in the country regarding waste and recycling.
Litter picking takes place periodically. It was noted the Dog Warden has no prosecutions to date.
