MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 7.45pm ON MONDAY 14th January 2019

1 APOLOGIES FOR ABSENCE: None

2 FIFTEEN MINUTE PUBLIC PARTICIPATION
Potential provision of bollards to restrict parking was discussed with the county councillor and will be brought back to the March PC meeting after the chairman has liaised with those affected.

Resolved a true and accurate record and duly signed by the Chairman.

5 MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s update
I would like to take this opportunity to remind everyone that the local election in May includes the election/re-election of Parish Councillors. I would encourage anyone interested in standing as a Parish Councillor for Clifford Chambers and Milcote to contact me or the Clerk to the Council, Karen Parnell 109 St. Mary’s Road, Stratford Upon Avon or karen.parnell@homecall.co.uk for further details.

• Neighbourhood Plan Progress
The NP consultation is due to end this Thursday. I am pleased to say that we have had many replies with comments across the whole range of issues contained within the plan. There is still time to get your comments in as the consultation deadline will be extended to the 14th February due to SDC’s comments being delayed as they progress through their committee process. All replies will then be considered together.

6 ANY MATTERS FROM DISTRICT COUNCILLOR
Cllr Peter Barnes
Clifford Hill Farm application has gone to appeal. Cllr Barnes supports the application and asked the PC to consider supporting the applicant.
SDC are having difficulties finding an appropriate location for an ornamental Chinese gazebo.

ANY MATTERS FROM COUNTY COUNCILLOR
Cllr Mike Brain reported a number of accidents have occurred on the B4362, some involving injuries. Road closures have not helped traffic flow and further works are scheduled.
A new school hall and nursery will be enabled at Welford Primary School.
As a member of the Police and Crime Panel Cllr Brain expressed his concern that West Mercia have broken the alliance and it is unclear what measures will now be put in place instead. The police precept is currently out for consultation.
SDC is within the top 10 authorities for recycling and prizes can be won.
Highway problems, including potholes, can be reported on the WCC website.

Parking on a grass verge at the top of the village is an issue and on one recent occasion cars were parked on both sides of the road causing a problem for buses.
Low bollards are a consideration to address the matter, which Cllr Brain will progress with WCC and the PC. Residents will be consulted and the item brought back in March when costings are known.
