MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 7.45pm ON MONDAY 19TH NOVEMBER 2018

Co-option of a parish councillor
Margaret Townsend was co-opted on to the parish council. SDC will be notified of the appointment.

5 MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s update
As you have heard we have now adopted the Neighbourhood Plan. This means it will now be published in the Stratford Herald. Details of how to access a copy of the plan and how to comment will be sent by email to all who contributed to the Clifford Chambers Neighbourhood Plan email list and, by way of a flyer, details will be posted to all houses and businesses in the Parish. Can I remind everyone that your comments are most important; we want to hear your views on the plan, what you support and what you would wish to add comments to. The plan has four key areas; Housing, Natural Environment, Local Community and Traffic and Transport. Each key area has a series of objectives. We would like you to review each of these and where you think it’s necessary provide us with comments. If you have difficulty accessing the electronic copy of the plan and would like to hear more about the contents and what they mean to the Parish then please come along to the public meeting on SUNDAY 2nd DECEMBER. Printed copies of the plan will be available to read at this meeting. When comments have been collected, they will be tabulated and assessed to see what elements may need to be addressed. The plan will then be amended or added to as appropriate and then submitted for examination. Along with the plan will be a comprehensive report identifying how the plan was compiled, reviewed and amended and what consultation was carried out. This report will identify and explain how the final submission has been compiled after this period of consultation. The documents will first be reviewed by the Planning Authority before being submitted to the examiner. The examination period is normally three months. Following the examiner’s report, the plan may be further amended before it goes to a local Referendum where a simple majority will determine the outcome. Once made, the NP will become part of the Development Plan for the area.

• Neighbourhood Plan Progress
The Neighbourhood Plan is now the Parish Council’s plan and as such is the direct responsibility of the members of the Parish Council. The Steering group will continue to support the PC and will report back at the various stages of the process.

• Website
A greater take up within the village will be encouraged with residents being requested to become more involved.

6 ANY MATTERS FROM DISTRICT COUNCILLOR
Cllr Peter Barnes was not present.

ANY MATTERS FROM COUNTY COUNCILLOR
Cllr Mike Brain reported:
A road closure has to take place to enable Spitfire to lay drainage. Signage is not adequate. More contractors will need to be on site. The route of the diversion is causing problems, although Cycle and pedestrian access is in place. Separate works contributing to traffic in Long Marston will only result in essential road closures. It will be suggested to WCC that adjoining parish councils be notified of road closures.HGV speed reduction signs are now in place on Milcote road. Accident figures for the B4362 have been provided to Cllr Brain and will be analysed. Lorries are still parking where they should not despite bollards being put in place and the police being
informed. The PC chairman, Cllr Brain and WCC will follow this matter up with traffic managers. WCC has awarded £ 750.00 to ‘Wild about Clifford’ for their orchard project.
