MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 6.45pm ON MONDAY 16th March 2020

PRESENT: Cllrs L Moseley (Chairman), J Batchelor, L Buchanan, J Hall and R Morris - plus 3 members of the public were present. Clerk Karen Parnell

Co-option of a parish councillor
Roger Morris was co-opted on to the parish council. SDC will be notified of the appointment.

The minutes were agreed as a true record and signed off by the Chairman as such.

5 MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s update
Flooding
Because the County Council denied responsibility for the ditch alongside the B4632, volunteers from the parish have been busy clearing and widening this ditch to increase the flow away from the culvert that takes water from the affected fields. Recently the County Council have contracted a high-powered jet cleaner to clear a blockage along the drain under Campden Road. Further remedial work is scheduled to be carried out in the 2021/22 financial year.

Neighbourhood Plan
The plan has just completed its second consultation, this time managed by the Planning Authority, SDC. The Parish Council is now waiting to see the comments before forwarding the plan to the external examiner, Dr Louise Brooke-Smith, appointed by SDC. This next phase can take up to 12 weeks. The external examiner will then report her findings to the Parish Council for any final alterations before the plan goes to Referendum. The date of this now hangs in the balance as the Government have just postponed the local authority elections scheduled for May until next year.
Membership of the Council
We have, for the first time in a while, a full contingent of Parish Councillors. However as many will have seen in the Newsletter it is my intention to stand down when the Neighbourhood Plan has passed through the Referendum. As the Government has deferred the next round of the local elections, the Neighbourhood Plan Referendum may not happen now for some time therefore, I will continue on the Parish Council until we are able to take the plan to a referendum.

Corona virus
The Parish Council are working with the Clifford Charities to provide a support system to all those who may be at risk in the Parish. This is hoped to take the form of a ‘Good Neighbour’ scheme to ensure no household is left without support if they find it is needed. More details will be available in the newsletter and on various media platform used by local people.

• Neighbourhood Plan Referendum: It will be asked by the district councillor if SDC could organise this to be done by postal vote..

• Orchard Place
Many photos have been received and WCC have been contacted regarding a broken fence.
A response is sought. Yellow lines are a possibility and kerbing is a consideration.
Cllr Morris will write to the West Midlands Traffic Commissioner, regarding Lorry and Bus Parking by the Pub

• Potential Village Hall Car Park
Clifford Charities are not pursuing this matter. It is on hold with no immediate plans.

The PC agreed to a request from Clifford Charities to contribute to supporting an individual to
