Parish Council Meeting 16/07/18 – minutes

MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 7.45pm ON MONDAY 16th JULY 2018

PRESENT:   Cllr L Moseley (Chairman), J Batchelor, C Goody and S Wyles.
SDC Cllr Peter Barnes - 9 members of the public - Karen Parnell Clerk

Cllr Charles Goody resigned from the parish council creating a vacancy which will be notified to Stratford District Council.

2 FIFTEEN MINUTE PUBLIC PARTICIPATION

PRESENTATION BY CLIFFORD GARDEN CENTRE ASSISTED BY DONNA SAVAGE

Donna explained that responses to the Housing Needs Survey have now been received. A full report will be notified to the PC and Neighbourhood Plan Group imminently. 220 questionnaires were posted out and 62 returned representing a 27% return rate.

Results indicate a requirement for 14 homes over the next 5 years, made up of 3 affordable homes, 3 larger homes and 8 smaller homes. Outline planning for these 14 homes will now be put forward. 4 of the homes would be rented (Including social and affordable housing). The project would take place under the Rural Exemption Scheme. There was much discussion not least with regard to the housing being outside the parish boundary. Access will be looked into although it was noted the 3rd lane outside the garden centre will be in place.

The PC was thanked for their work on the Neighbourhood Plan.

Mowing and Strimming in the village were discussed and it was felt ecology was affected by these activities. The Pound was the subject of concern regarding wild flowers and bulbs, but it was felt any bulbs would be unaffected by maintenance. It was noted the PC have already liaised with ‘Wild about Clifford’ regarding supporting wildlife in the parish.

Chairman’s Update

Play Equipment

The new equipment has now been completed providing a new ‘trail’, news small children’s swings and repairs to the climbing frame. Also, the wall at the front of the Recreation Ground will be under repair next week for at least one week. Apologies for any inconvenience to pedestrians.

Sandbags

This may seem to be an odd thing to report in this weather but I reviewed the state of the sandbag stores at the side of the Village Hall. These are for all parishioners use if and when needed. They are slowly deteriorating. I have for now recovered them to prevent further deterioration. I suggest we have a working party during the summer months to re-stack and re-bag. I will circulate information via the community website to get a working party together.

Fires

We have been asked by the County Fire Service to reminded all about the risk of fire in these very dry conditions. It is important to ensure that any open fires are properly managed and keptunder control. Report immediately any fires that appear to be out of control or not under supervision.

Neighbourhood Plan

Neighbourhood Plan. The pre-submission document has now been completed and undergone what is called a ‘pre-submission health check’. This resulted in a number of alterations, additions and deletions to the draft recommended by the Planning Liaison Planning Officer at SDC. The group are now preparing the ‘Submission Statement’. The pre-submission document will now be presented for consultation by the public, SDC and other statutory bodies. There will be a six-week period of consultation during which the group will collect and collate comments. These will be considered and any amendments considered necessary will be implemented before the Submission Version is compiled and presented to the Local Planning Authority.

Website

Community web site. The community web site has now been completed with information about the Parish Council and the many and various groups and societies. Also, you will be able to book the Village Hall, the gazebos and other available facilities via the web site. In addition, the site is set up so that you can receive important notifications if you wish. To do this you will need to subscribe. By subscribing you will be agreeing to receive updates from the editorial team on Parish Council related matters and significant events, other issues such as road closures, severe weather alerts, planning applications that affect the community and important meetings that may occur at short
notice. It is planned to open the site to be able to register from 1st August so please look out for the invitation email.

6 ANY MATTERS FROM DISTRICT COUNCILLOR

Cllr Barnes SDC: A number of meetings have taken place regarding the future of the main road. Drawings are awaited but it is possible the road by the mill could be taken back. A 40mph zone with Lighting is possible. The speed limit would be notified on the road rather than through signage.
Affordable housing around Long Marston continues to be discussed, as does a road and rail link.
A footpath near Waitrose has been made passable and signage in the area has been requested.
On 05/11/18 SDC will celebrate 100 years of the RAF. Involvement of parishioners will be noted.
