MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL ANNUAL GENERAL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 7.45pm ON 16th MAY 2018

1 ELECTION OF CHAIRMAN

Proposed Cllr Goody seconded Cllr Wyles and position accepted by Cllr Moseley.
There were no other nominations.

4 FIFTEEN MINUTES PUBLIC PARTICIPATION
Use of the recreation ground should be limited to parishioners according to the signage but it was
Noted this was unpoliceable. The matter was discussed at length and age restrictions on play
Equipment will be reinforced and parking in the area monitored.

8 MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s report
Milcote Road ‘’Lay-by’’. As most will have observed the illicit layby has now been repaired and the footpath re-installed. This has not entirely been successful as it has been reported to me that some lorries are still trying to park in this area. I am waiting to see this for myself and take photographs to pass on to the responsible person at WCC. Another issue relating to the footpath to Stratford and
its use as a cycle path has been raised as a number of village cyclists have been accosted by
pedestrians for using the footpath. The joint use was agreed with WCC at the time it was widened and therefore I have asked the County Councillor Mike Brain to arrange for notices to this effect to be placed at each end of the Pathway.

May Trees. I am sure those who regularly walk the length of the Village will have noticed the old May tree facing The Square has been removed. This was reported as having a serious split and I therefore reported this and received permission to remove. It was fortunate that Cllr. Batchelor was reviewing this when he spotted that it was actually starting to fall and therefore he removed it immediately. A replacement will be planted later this year along with one for the front of the hollies where there
has been a gap for some years.

Flooding. I met with the WCC Flood Risk Management team leader Barry Ridgeway on Tuesday of this week. He reported that they have completed the Hydrological Survey and Risk Assessment for
Clifford Chambers. The outcome of this assessment proves the case for risk mitigation measures to
be taken. WCC will, this year, put in a bid for funding to begin Flood prevention measures in 2018 to houses that have been identified at risk to flooding. In total more than 70 properties will be included. WCC will
write to all of these and will also invite others who feel they are also at a similar risk to contact the officers managing the project. There will, in any case, be a public meeting held in Clifford Chambers with the WCC Flood Management Team and installers who will be able to demonstrate the types of equipment and methods that may be used. All houses will be assessed individually as to what will be required. The information at this stage is that the costs will be covered by the project team.

Community Web-site. The Community web-site will go live in a matter of weeks and everyone who is currently on the email list for the Parish Council’s Neighbourhood Plan will get a direct invitation to
Join. You will need to choose to subscribe. The site will have information about all the activities and groups currently active in the Parish along with Parish Council news and urgent information that may affect the Parish area. Further information will be available in the Newsletter.

Play equipment on Recreation Ground. New play equipment and repairs to some of the older
equipment on the Recreation Ground has now been ordered and should be installed in the coming weeks.
I will post notices as soon as I know the dates for installation.

Neighbourhood Plan. The draft submission document is now in its final editing stage and will be submitted/launched sometime in late June early July. The dates of the launch will be widely publicised and all homes in the parish leafleted. I will provide details of how everyone can access the draft plan when they are finalised.

9 ANY MATTERS FROM DISTRICT COUNCILLOR
Cllr Peter Barnes SDC:
The rail link and southern relief road continue to be discussed.
The width of the road in Clifford may be reduced and a 30mph in place at the village entrance.
The number of road accidents in the area was discussed.
Cala are yet to confirm numbers regarding affordable housing.
HGV signage was requested and it was noted the inconvenience these cause.
Wheelie bin thefts were highlighted.
Cllr Chris Saint has been succeeded as leader of the council by Cllr Tony Jefferson.

To approve appointment of internal auditor; Kenneth Dunn conducted the audit on 13/04/18

The PC agreed to fund a potential shortfall of circa £ 2000.00 for the Neighbourhood Plan should
this become necessary.

To agree that as this parish council has not exceeded either income or expenditure totaling
over £ 25,000 and has met the qualifying criteria they wish to certify themselves exempt from a
limited assurance review. Agreed unanimously by the PC.

Grass cutting was discussed and Cllr Batchelor will liaise with the contactor.
