Parish Council Meeting 19/03/18 – minutes

MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 6.45pm ON MONDAY 19th March 2018

PRESENT:    Cllrs C Goody (Chairman), J Batchelor and J Hall - WCC Cllr Mike Brain
- plus 9 members of the public were present. Clerk Karen Parnell

2 FIFTEEN MINUTE PUBLIC PARTICIPATION
Representatives from SDC Planning and the garden centre highlighted the potential need for affordable housing within the parish. The PC’s support was requested prior to undertaking an updated Housing Needs Survey. It was noted there could be a benefit to people downsizing or endeavouring to buy their first homes. Clifford Charities would be involved in the project. Local need will need to be established. The PC agreed to support the survey which will be distributed to residents in the next fortnight.

4 ACCEPTANCE OF MINUTES January 2018 MEETING
The minutes were agreed as a true record and signed off by the Chairman as such.

5 MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s update
Discussions continue surrounding works concerning road improvements and speed limits on the B4632.
The new grass cutting contract is now in place and works have begun.
Tree maintenance works by the allotments have been suspended due to no planning permission being in place regarding the oak trees.
A potential Lengthsman scheme is being investigated.

• Flooding
Snow caused recent problems with Environment Agency amber warnings in place.

• Neighbourhood Plan
Much work has been undertaken and will be reported to the update meeting on Wednesday.
The plan is being drafted and public consultation will follow.

• Website
This is being developed. Two further people have undertaken training.
The website will be launched in April. Village groups will be included on the site.

6 ANY MATTERS FROM DISTRICT / COUNTY COUNCILLOR
Cllr Peter Barnes SDC was not present

Cllr Mike Brain WCC reported:
Clifford Mill roadworks have caused some upset.
A road closure happened 10 minutes early.
Fencing opposite the New Inn is now in place.

An illegal layby will be returned and aligned with a footpath.
Milcote Road and Milcote Lane will have ‘Not suitable for HGVs’ signage.
Spitfire Developers will liaise with WCC, SDC and the PC in due course.
A third land in the road by the garden centre has been delayed.
Community Infrastructure Levy is now in place meaning 25% of monies from some development projects will come back to the PC, subject to a Neighbourhood Plan being in place.
Jetting of drains has been taking place regularly.
WCC will be asked to maintain trees affecting the grass cutting.
Erosion of verges is a widespread issue.
