MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 7.45pm ON MONDAY 15th January 2018

Speed limits and signage on the Milcote Road were discussed. The matter will be looked into.

5 MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s update
LAM 400 response from Clifford Chambers and Milcote Parish Council.
On Monday 8th January, Cllrs. Bachelor, Hall, Wyles and myself from Clifford Chambers and Milcote Parish Council attended a meeting with officers from WCC, SDC and CALA Homes along with Cllrs Mike Brian and Peter Barnes to discuss the current planning application relating to the LMA 400.
The application clearly identifies the need to improve the local infrastructure in particular the B4632. In relation to the proposal for a ghost Island right hand turn from the B4632 at the ‘Freshfields’ turn, the Parish Council members voiced their objections to this proposal as we believe it increases the risk of collision rather than reducing it. We pointed out that traffic travelling from Long Marsden towards Stratford first slowing and then becoming stationary to turn right will be in danger from fast moving traffic from behind. We believe, from experience, that this proposal is unacceptable and positively dangerous.
In addition, the Parish Council stated that we firmly believe that any solution should be integrated into other proposals for the B4632 including the Milcote Road/Clifford Chambers entrance and should not be done in isolation.
The Parish Council also stated that we wanted to be assured that the current conditions applied to the building of the first 400 homes is not subsumed into the conditions for the expected planning application for the next phase of development for the Garden Village. It is important that an agreement on improving the B4632 in particular, is completed as required before the first of the 400 are occupied.
Mention is made in the application of the access from the site onto the Greenway. The Parish Council members noted that we support this and point out that little is said about the maintenance and improvement of the Greenway (a section of which passes through our parish) which clearly will get increasing use. It was pointed out that we would wish to see this highlighted, identifying the need for and timing of improvement of the existing surface and clearly showing the responsible agency for maintenance within this application.

Footage has been taken by residents on a day of rain and snow showing the lakes created.
A video of water flow just above a culvert highlights concerns.

• Neighbourhood Plan Progress
The draft plan has gone to the consultant. This will be launched locally in due course.
A meeting will take place next Sunday to confirm timings.
There will be a referendum in approximately one year’s time.

• Website
As Cllr Goody is absent currently, the chairman will liaise with the website designer and involve Clifford News.

6 ANY MATTERS FROM DISTRICT COUNCILLOR

Cllr Peter Barnes: Peter was pleased to see liaison regarding planning applications.
He has opposed the erection of 400 homes in Long Marston, and SDC Cabinet have expressed
Concerns over the lack of affordable housing facilitated within the project.
It is possible bird boxes can be built into the brickwork of the houses.
A possible railway station at Long Marston was discussed. A site is available and will be included in future plans, notably including by GWR. The potential route was explained.
A cycle path between Long Marston and Honeybourne was considered.
Many potholes on the Milcote Road have been reported for action.
Services for disadvantaged young children will be preserved.
