MINUTES OF CLIFFORD CHAMBERS AND MILCOTE PARISH COUNCIL MEETING HELD IN THE JUBILEE HALL, CLIFFORD CHAMBERS AT 7.45pm ON MONDAY 13TH NOVEMBER 2017

5 MATTERS ARISING FROM MINUTES OF THE PREVIOUS MEETING / NEW MATTERS

• Chairman’s update
Grass cutting contract has now been completed and I am grateful to John Batchellor for preparing this. We met with the Forestry officer last Friday to agree the clearance of some of the small trees and bushes that create a visual obstruction when leaving the village road onto the B4632. This clearance has now been agreed on the basis of improvedsafety. The contract is now out for tender and will include the boarder to the Orchard Place ‘island’.  Part of the discussion in the preparation of the grass cutting contract was to agree with WAC group about creating areas where wild flowers could be established. It was agreed that these areas would be confined to the Recreation Ground and in the future in the Orchard Place‘Island’.

There is a Long Marsden Airfield Stakeholders Meeting tomorrow Tuesday 14th that I shall be attending on behalf of the Parish Council. The proposal laid out in the Parish Council’s email was acknowledged and the I believe the group did discuss it and as I understand it the ideas are still on the table. I will of course be questioning the panel on what progress is being made. I will report any progress in my monthly report to the newsletter.

• Flooding
The drains that appeared along with a new section of fencing were all related to the flooding problem at the village exit to the 4632. Three drains have been installed to prevent the build-up of water and the subsequent freezing in winter. As part of this WCC cleared the brambles and have, for safety, installed fencing. A ditch will be monitored by the PC and WCC.

• Resolved: To adopt the Councillor Code of Conduct as adopted by SDC on 16th October 2017, so as to replace the councils existing Code of Conduct.
To adopt the Acceptance of Office and Disclosure of Financial Interest forms.
All Councillors to complete a new Declaration of Interests form before February 2018.
The replacement Code and relevant documents will come into effect on 1st May 2018.
Councillors are requested to return acceptance of office and financial interest forms to the clerk At the January 2018 PC meeting.

• Neighbourhood Plan Progress
The group have met both as a working group and as the steering group in public. A further meeting in public has been announced and circulated for 22nd November at 7.45 here in the hall along with two consultation meetings on Sunday 26th November @ 2pm and Wednesday
29th November at 7.45 pm. The two consultation meetings are to enable members of the community to comment on the Allocation Proposal on Proposed Development Sites.

• Website
It was agreed that Barry Saunders maintain the website on a monthly basis for one year. Costs would be £ 360.00. Proposed Cllr Moseley Seconded Cllr Batchelor Agreed.
Updates will be advised to residents and Neighbourhood Watch promoted on the website.

• Sewage plant at Milcote
No update

• WAC Proposal
WAC group and PC have liaised regarding creating areas where wild flowers could be established. It was agreed that these areas would be confined to the Recreation Ground and in the future in the Orchard Place ‘Island’. The PC agreed to donate £ 50 to WAC for bulbs.

• Long Marston Airfield Garden Village - Draft Framework Masterplan SPD
The document has been produced by SDC.
Cllrs Batchelor, Moseley and Goody will work on a formal response from the PC.
Traffic and access issues are considerations.

6 ANY MATTERS FROM DISTRICT COUNCILLOR

Cllr Peter Barnes reported the Preston Fields planning application has been refused.
There was discussion about a potential railway link to Honeybourne and a potential station at Long Marston and this will go before SDC Cabinet.
Proposals for the road and island are being brought forward.
Policing and a potential manned Police Station within the garden village were discussed at length.
Cllr Batchelor will attend the Community Forum on 12th December in Bidford to discuss policing.

ANY MATTERS FROM COUNTY COUNCILLOR
Cllr Mike Brain reported a traffic survey has been undertaken regarding the B4362.
WCC Dave Ellison has completed some good works within the village.
Flu jab information is available on the WCC website as is information on broadband and alcohol awareness week.
There were few applications for WCC councillor grants so more applicants are sought.
The was much concern regarding potential flooding and run off as a product of lack of enforcement
Surrounding conditions identified in applications 15/066324/ful and 15/03263/vary which concern the garden centre.
